All hero challenges in HoT and PoF maps give 10 Hero Points. Both HoT and PoF have more than 25 Hero Challenges each, meaning that if you do all of them you will end up with excess hero points, on top of the 200 excess hero points from Core Tyria as the level-up rewards alone give you enough to max your core skills and traits.
If you spend scarce Hero Points on the wrong thing, you can't refund them and try again, you have to wait till you accumulate more HP from leveling or Hero Challenges. Thus the purpose of a guide like this is to show how to spend your Hero Points most effectively as you level, especially at low levels when they are scarce, to make leveling as
Playing through the story will also give you some Mastery Points.Note that the levels need different numbers of mastery points to unlock. Level 1 needs 1 point, level 2 needs 2 points and level 3 needs 3. For the other things you mentioned, the closest thing gw2 has to an elf race would be the sylvari. Plant people, but they look pretty elf-like.

not at the moment, hero points will be used in elite specializations as well. They are a hard capped resource, so any use for them would need to be pretty good. you have to let them sit. they are a non-renewable resource in the game and will only be used for unlocking skills and traits of core and elite specs.
